Holly’s Law

Holly Bramley had her life taken in the most horrific circumstances. She fell victim to a man who had a history of violence against both former partners and animals. Her husband — a man routinely known to cause harm to and kill the family pets — eventually escalated his actions to take Holly’s life.
Holly’s mother, Annette Bramley, recognised that countless others’ lives have been impacted by the connection between animal cruelty and domestic violence.
Annette launched a campaign in 2025 to establish a nationwide “Animal Cruelty Register”. The aim of the register would be to record criminals who have previously harmed or killed animals.
Arnie’s Law
Catherine Haworth is an award-winning family law solicitor specialising in domestic abuse and sexual assault cases, with experience in animal law as well. She founded Arlifred Dogs, and as a Labrador owner and dog breeder, she has a clear understanding of how violence against animals could be reduced in a simple yet effective way.
Catherine launched her campaign in 2025 with the aim of creating an “Animal Protection Disclosure Scheme”. The goal of the Arnie’s Law campaign is to prevent people who have previously been banned from keeping animals due to animal cruelty from gaining access to animals again.
The two initiatives have joined forces
under the name of Holly’s Law
While Annette has recently launched a successful petition and shared her initiative with numerous media outlets, Catherine has focused on engaging with animal welfare organisations and reaching out to MPs in an effort to drive meaningful change.
Recognising that Holly’s Law and Arnie’s Law have almost identical goals, the founders of the two initiatives joined forces in early 2026 and have since been working together supporting each other, to achieve their common goal.
